Final Report of the Exploratory Research Project, Blockchain for Transport (BC4T)

“The study showed that sharing vehicle information such as fuel consumption or emissions to a fully blockchain-based monitoring system would be technically feasible. Simulations also indicated that it is possible to connect a vehicle fleet of 280 million vehicles, the EC and 27 Member States via two heterogeneous blockchains communicating in tandem at a pilot level. If emissions reporting occurred more frequently than the regulation requires, then the SSI management system would be 17.25 times faster than required.

Overview of the Pilot and the Problem It Solves

With the transportation industry accounting for a substantial 29% of global greenhouse gas (GHG) emissions in 2019, the current mobility paradigm is facing challenges of sustainability. Congested roadways and high-emission vehicles underscore the need for effective, scalable, and privacy-preserving solutions to reduce GHG emissions across the entire mobility value chain. To achieve the climate goals set by the Paris Agreement, public and private stakeholders must collaborate in developing truly scalable emissions reduction solutions.

Accurate measurement and verification of carbon emissions are essential to develop tools that incentivize decarbonization efforts. However, the lack of a standardized methodology for collecting and handling emissions data leads has created fragmentation across jurisdictions and hindered scalability. To address this, the European Commission partnered with MOBI to conduct a joint pilot aimed at advancing research and development for global emissions monitoring. The pilot leveraged MOBI’s Web3 infrastructureCitopia and the Integrated Trust Network (ITN) — to demonstrate its potential use in establishing an interoperable Vehicle Identity Management system for securely collecting, handling, and sharing emissions data across organizational boundaries. The pilot leveraged Citopia Self-Sovereign Digital Twins™ (SSDTs™) and Verifiable Credentials (VCs) to simulate interactions between the EU Commission, Member State Vehicle Registration Authorities (RAs), and 280 million vehicles.

    The simulation comprised three main flows:
    1. Issuance of Vehicle Registration Credentials
    2. Self-Issuance of Vehicle Data (e.g., emissions) Credentials
    3. Verification of Data Credential Flow

    By establishing trusted decentralized identities, entities (vehicles, people, organizations, devices, etc.) can function as independent economic agents in various transactions with assured data privacy preservation. A standardized identity management system is crucial for implementing accurate digital MRV (monitoring, reporting, and verifying) for GHG emissions, as mitigation strategies rely on verifiable and seamless data tracking.

    The pilot study demonstrated that SSDTs™ can connect entities for secure transactions while preserving data privacy in accordance with the General Data Protection Regulation (GDPR), electronic IDentification, Authentication, and trust Services (eIDAS), and ePrivacy Directives. Additionally, it showed the technical feasibility of sharing vehicle information, such as fuel consumption or emissions, to a decentralized monitoring system.

    From the EC Report: “The simulations illustrated that connecting a vehicle fleet of 280 million vehicles, the EC, and 27 Member States through two heterogeneous blockchains communicating in tandem is viable at a pilot level. Storing and reporting data, such as that recorded by On-board Fuel Consumption Monitoring Devices (OBFCM), on a tamper-resistant blockchain has the potential to reduce operational costs while enabling compulsory monitoring of CO2 and energy consumption.”

      Our Innovative Solution

      Self-Sovereign Digital Twins™: trusted decentralized identity for interoperability and business automation

      Currently, digital transactions rely on identities issued by centralized platforms to prove their credentials. However, in addition to being vulnerable to fraud, identity theft, and data leaks, centralized approaches to identity management fail to address the trust problems created by the rise of decentralized services, IOT, and Generative AI. As digitization advances, it will become increasingly challenging — and costly — to verify data authenticity, secure digital perimeters, and ensure cross-border regulation compliance. This is critical in emissions monitoring use cases, where scalability hinges on the ability to safely and accurately capture data even as vehicles traverse jurisdictional lines.

      Overcoming these challenges calls for a new solution. The White House’s Federal Zero Trust Strategy (2022) underscores this need by directing federal agencies to adopt a Zero Trust framework by the end of FY 2024. Zero Trust requires every entity to authenticate and validate every other entity for every single digital transaction at all times. Since this is not possible through Web2/centralized means, we must leverage Web3 technologies and principles to unlock privacy-preserving ecosystem interoperability using Citopia Self-Sovereign Digital Twins™ (SSDTs™).

      • Zero Trust Authentication: Cross-industry interoperability requires claims and identities to be verified for each transaction to ensure maximum security. Read the Federal Zero Trust Strategy

      • Infosec & Selective Disclosure: Participants must be able to selectively disclose information for transactions at the edge. Verification must be done at the moment of transaction to eliminate the need for PII storage.

      • Scalability and Extensibility: Cross-industry interoperability requires a shared standards-based framework to enable the creation of globally scalable multiparty applications.

      • Data Privacy Compliance: Cross-industry interoperability requires (1) compliance with existing global data privacy regulations and (2) the flexibility to comply with future directives.

      • Global Standards: Cross-industry interoperability requires a standardized system for frictionless data exchange and collaboration while allowing stakeholders to retain their legacy systems.

      • Decentralization: Cross-industry interoperability requires a community-owned and -operated infrastructure to (1) prevent monopolization and (2) enable consensus-based trust.

      What are SSDTs™?

      SSDTs™ are portable digital twins that can automatically authenticate identity and selectively disclose pertinent data for Web3 transactions at the edge. SSDTs™ combine standards from W3C, MOBI, IEEE, ISO, SAE, and others with Zero-Knowledge cryptography to offer the data privacy and autonomy needed to engage in secure, tamper-evident transactions across the connected ecosystem.
